The two grinds work differently. Yo-kai Medals drop every time you clear a qualifying FATE with the watch equipped. Legendary Medals need the matching minion out, drop on a chance rather than a guarantee, and only in that Yo-kai's own zones - which is why the weapon track runs far longer than the minion track.
