Merge Tactics All Rulers Tier List

One thing that makes Clash’s auto-chess mode stand out from others is the presence of rulers, who significantly influence your strategy for the match. They’re not just pretty skins to show off, but a core part of Merge Tactics. There are several criteria on which I base my judgment for what makes the best Merge Tactics rulers:

  • Unique Ability: How well it helps you to win
  • Ruler Quest: How easy it is to steadily complete it
  • Current Meta: Do the troops synergize with both the ruler’s unique and their quest

The last one is less important as meta constantly shifts every month, but the strongest rulers remain strong unless they’re nerfed to death. Now let’s take a look at the Merge Tactics all rulers tier list for season 10:

The only S-Tier in season 10 is Spirit Empress, and she’s likely to stay there for quite some time cause the way Merge Tactics currently works really supports her ability and the ruler quest. Goblin Queen is almost like an easier version of Spirit Empress in that she can easily start farming bonus elixir from the first round if she manages to get a goblin and snowball. Elixir Loong is just traditionally good cause you can’t go wrong with a bonus troop, though his quest heavily relies on snowballing to be really useful. Ronin is the newest addition, and he requires a certain amount of skill to play well, but he’s not hard or anything. The damage he does with his Double Edge ability is bonkers. I’ll talk more about each ruler below A-Tier in their separate section. Let’s now look at each ruler individually.

S-Tier: Spirit Empress

Spirit Empress has been strong since day one of her launch, and that’s cause she can farm Elixir super fast thanks to her ability. It was harder to do before the introduction of quests, but now it doesn’t take much to get her going. Her ability and quest are:

  • Fusion Foresight: Get +1 Elixir for every merge
  • Quest: Merge 3/15/50 troops in one game

Realistically, you can easily get the first two quest steps, and that’s more than enough cause that extra Elixir kickstarts your troop upgrade rush. The third quest step requires a certain strategy to achieve. Spirit Empress doesn’t even need the best troops to get her going, and that’s what makes her the best Merge Tactics ruler in 2026. She’s one of the few rulers that can get the Boss troops reliably. Here’s how I usually play her:

  1. Get a few cheap troops
  2. Merge and then sell them
  3. Keep the Elixir machine going by buying, merging, and then selling troops you don’t need

You complete her 2nd step of the quest earlier than most other rulers if you play it right, but if you want to get the third step, then your best bet is to merge as many troops as possible before the quality of dropped troops increases. This strategy works so well cause you level out the Elixir loss upon selling a troop with one extra Elixir you get for merging them. Though Goblin Queen can get her 4* faster and much easier, Goblins aren’t as strong as some of the 3* and 4* troops you can.

A-Tier: Goblin Queen

Goblin Queen became so much better due to her being counted as a Goblin on the field. You can start snowballing from the first round if you’re lucky enough to get a Goblin. While Goblins aren’t super strong, you’re probably the only ruler who will 100% pull out one or two 4* troops by the endgame, and they will likely win you the game unless there’s Spirit Empress or another Goblin Queen that drafts Goblins from the troop pool. Here’s what you get:

  • Greener Grin: Get a Goblin trait. Defeating an enemy has a 33% chance to gain a Goblin troop.
  • Quest: Get 3/10/25 Goblins from the trait bonus or your ability.

She’s the easiest Merge Tactics ruler to win with by far cause you already have a pretty straightforward game plan laid out in front of you. Unfortunately, other players also know that, so they’ll try to ruin your plans by buying Gobs and holding them hostage. If that’s the case, the only saving grace is RNG favoring you.

A-Tier: Elixir Loong

Elixir Loong isn’t super exciting, but he’s a nice workhorse. I played the most games with him as my main ruler, and the most fun you have with him is deciding which trait you’ll start with first. Any experienced Loong player will tell you that it’s better to build wide rather than tall. That means you should get as many traits to trigger their effects, not building one trait bonus throughout the whole game. Here are Loong’s uniques:

  • Endless Spring: +1 Elixir per round and +1 team size
  • Quest: Win 2/3/5 rounds in a row

While +1 Elixir per round is nice, it’s not game-breaking. Bigger team size is a big deal, on the other hand. Unfortunately, most traits are built to be even, so you’re likely to end up with either a duplicate on the table (2 EWiz ftw), or with a Boss if you’re lucky. The quest is easier to complete in the beginning of the match and is much harder the longer the game drags out.

A-Tier: Ronin

The latest ruler to be added to the game is really strong and fun. It’s very easy to complete his quest, and his ability is stupid strong if you manage to learn how to use it. The uniques of this ruler are:

  • Double Edge: Put bamboo sticks on the field. Each time an enemy touches them, land an AoE attack that damages nearby troops as well.
  • Quest: Defeat 1/3/5 enemy troops with Double Edge

It’s a bit hard to explain how Double Edge works in short, but basically you put a bamboo that has tiles around it marked in X rows. Once the enemy touches the bamboo, you land Double Edge and damage every troop that stands on these rows. I hope you get it now. It’s a very powerful ability, and Ronin is one of the strongest Merge Tactics rulers because of that. There’s quite a learning curve, however. First is understanding how to position bamboo, second is understanding how to position your troops to bait the enemy into walking into bamboo, and third is learning each troop’s pathing. For me, that’s exactly what makes Ronin so fun.

B-Tier: Tomb Queen

Tomb Queen just narrowly avoids getting into A-Tier. Undead is by far the strongest trait in the game, but I’m trying to rank rulers as separate entities, even though it’s hard to separate Tomb Queen from Undead, as much as it’s hard to separate Goblin Queen from Goblins, but the key difference is that Goblin Queen’s ability starts working immediately, but Tomb Queen gotta ramp up for some time, plus her ability and quest are clunky:

  • Regal Revival: Spawns a Tombstone, and when it’s destroyed, Tomb Queen comes on the battlefield to join the fight
  • Quest: Summon 3/20/60 troops in one game with Tombstone

Let me explain why Tomb Queen is clunky. You need to position Tombstone in such a way that it spawns enough skeletons before being destroyed, but you don’t wanna sit on it for far too long, otherwise, you don’t get enough profit from the beefed-up Tomb Queen’s damage. In addition, only Tombstone summons count towards quest completion. If they were to raise the number of skeletons that need to be spawned and let the Witch and Skeleton King summons count, that would be nicer. For now, very strong B-Tier with high future potential.

B-Tier: Dagger Duchess

Some people rank Dagger Duchess as one of the strongest rulers right now, and I just don’t see how. Compared to A-Tier rulers, she doesn’t have strong abilities, and her quest is completely reliant on luck:

  • Dagger Donation: You can equip a troop with a Dagger that increases their damage by 20% and their attack speed by 80%, and gives +1 range for 8 attacks after battle start.
  • Quest: Win 1/2/4 rounds in less than 8s

Dagger equipment is decently good, but the problem is that any player who sees the daggered troop will force their attack on them, or hide behind other tough troops to protect their most important units. To win the rounds in less than 8s is completely random. Sometimes you’ll get to the 3rd quest orb in the first four rounds. Other times you don’t get the 2nd quest orb. She’s too much of a coin toss to be considered A-Tier, and even though her equipment is decent, her quest makes me doubtful about picking her. Still, when the stars align, you’re very unlikely to lose. It’s all or nothing. She also works best with Nobles, Clans, and Forest.

B-Tier: Echo Sage

Listen, it’s a B-Tier so far removed from Dagger Duchess that it’s almost C-Tier, but I just can’t put them there cause Sage’s not trash, but they’re not good either. It’s definitely far from what Sage was back when they were introduced. If I’m not mistaken, Sage is the only ruler to be nerfed so harshly. Here’s what they do:

  • Striking Clone: Summons the Echo, who knocks out the nearest enemies after charging
  • Quest: Knock out 1/3/7 troops

Striking Clone is much weaker now, having its health cut significantly. And I mean really cutting it. Otherwise, Sage wasn’t changed much, but because of this nerf, you’re unlikely to see the 3rd quest orb ever appear on your screen.

C-Tier: Royale King

Whoever thought it was a good idea to intentionally throw rounds as part of a winning strategy was a lunatic. On paper, it’s high risk, high reward, but in reality, 2 losses sometimes will put you below 6 HP, and that’s far too much! You’re relying on losing by a very short margin so that you lose 1 HP, but it’s almost impossible to calculate cause it’s hard to predict how units will behave in a round. Royale King’s rebalance is more of an afterthought so that it doesn’t fall out of overall power creep completely:

  • Royal Commission: Get +4-8 bonus Elixir for losing
  • Quest: Lose 1/2/4 rounds

Idk what else I can say here cause if you’re just starting to play Merge Tactics, you’ll hate playing as King. If you’re not, then I see zero reason to come back to this ruler.

C-Tier: Battle Machine

I’ve played as this ruler for some time since it was released, and I found him somewhat interesting, but he never was strong. Even in the patch where he dropped, he lost to almost every other ruler. Now that the game has changed, his -1 team size debuff is too much since he won’t capitalize on quest orb troops as much as other players:

  • Builder Master: Spawns one random 1-4* building in rounds 1/3/5/8, but reduces your max team size by one troop.
  • Quest: Destroy 1/5/15 troops with your buildings

Where do I even start? First of all, if you have any of the attacking buildings spawn early in the game, you’re screwed cause they won’t kill anyone. If they spawn later in the game, they’re quite strong, but your quest orb rewards will drop quite late. You’re unlikely to kill 15 troops by the end of the game unless you’re insanely lucky. Second of all, the reduced team size will make you feel sorry many, many times for choosing Battle Machine as your ruler. Avoid him for now until the devs do something with it.

C-Tier: Grand Warden

Man, this is just something else. For a ruler released so recently, it feels like he comes from a completely different game. His shields are wack, but at least the quest is doable:

  • Shield Sponsor: Grants a random Shield to the lowest HP% ally at 5s and 15s. The second Shield explodes in a 3-tile radius when breaking.
  • Quest: Shield 2/8/20 troops

This ruler doesn’t work all that well with any of the best traits, the shields aren’t very strong, and the quest is almost impossible to complete for the 3rd quest orb. Get this poor guy out of here and give him much-needed buffs. Although I’m not sure that will help.
