Pretty sure this list made at least one person mad, so I’m going to explain my choices of Division 2 weapons ranked in the following sections. But before I do that, I bet you want to know what criteria I used to rank these exotics.

Division 2 Exotic Weapons Tier List Explained

My Division 2 exotic weapons tier list is focused on general PvE performance. I am not ranking these guns by popularity alone. I am looking at how each exotic performs in real gameplay, how useful its talent feels, and how easily it fits into strong builds.

I ranked each exotic weapon using three main criteria:

This list focuses only on PvE. I am not ranking these weapons around PvP, and I am not giving extra weight to rare raid-only tricks. Some weapons can still be useful in very specific builds, but if an exotic only works in one or two situations, that lowers its overall placement.

Here is what each tier means:

These are the best Division 2 exotic weapons for general PvE. I place them here because they offer the greatest build synergy, high output impact, and reliable performance across many encounters.

A-Tier

These are great exotic weapons that can be the best choice, but usually have one noticeable drawback. They may need better aim, a specific build, or more careful play to reach their full value.

B-Tier

These are good exotic weapons with clear strengths and clear weaknesses. I still consider them viable, but they can feel inconsistent, niche, or harder to justify over stronger options.

C-Tier

These are underpowered or limited exotic weapons. They can work in certain situations, but their talents are usually too situational, too clunky, or not impactful enough for PvE.

D-Tier

These are the weakest exotic weapons in the list. I place them here because they usually have bad talent design.

Adaptive Instincts: Hitting 30 headshots grants 20% critical hit chance and 50% critical hit damage for 45 seconds. Hitting 65 body shots grants 90% weapon damage for 45 seconds. Hitting 20 leg shots grants 150% reload speed for 45 seconds.

I put Chameleon in S-Tier because it has become much better after recent buffs. It has high RPM, a pretty sizeable magazine, and its talent gives the build a huge amount of critical hit chance, critical hit damage, weapon damage, and reload speed.

The body shot bonus is the main reason it so good. Getting 90% weapon damage is very easy during messy PvE fights. The downside is range, since Chameleon plays more like an SMG than a regular assault rifle. Still, if you can fight close and keep the buffs active, it absolutely belongs near the top.

Capacitor is an easy S-Tier weapon for skill damage builds. It builds skill damage stacks just by shooting enemies, and it also gains weapon damage from your skill tiers.

That makes it perfect for skill builds and hybrid builds. It also has excellent built-in bonuses, including damage to armor, critical hit chance, and critical hit damage. For skill-focused PvE, there is almost no exotic weapon that competes with it.

St. Elmo’s Engine - Exotic Assault Rifle

Actum Est: Shooting an enemy with this weapon gives 1 stack. At 100 stacks, the next magazine will be 100% filled with shock ammo.

Year 5 Season 1 track, targeted loot, Exotic Caches

St. Elmo’s Engine is one of the best assault rifles in the game. It has a huge 70-round magazine, high RPM, great handling, and very good built-in stats.

The shock ammo is what makes it top-tier. Once you build enough stacks, the next magazine can lock enemies down and making it super easier to kill them. The only downside is that shock ammo can be wasted on very tanky enemies or reduced by status effect diminishing returns. Even with that, it remains one of the most competitive exotic weapons in The Division 2.

Scorpio - Exotic Shotgun

Septic Shock: Shooting a target applies venom stacks for 10 seconds. Higher stacks apply stronger debuffs, including poison, disorient, shock, and 20% increased damage taken from all sources.

Season 4 track, targeted loot, Exotic Caches

Scorpio is S-Tier because it offers damage, control, and team utility at the same time. It has good base damage, a decent magazine, a quick reload, and a talent that applies powerful debuffs if you keep shooting the same target for stacks.

That makes it useful on damage builds, support builds, and even healer builds that still want to contribute to dealing damage. It also gives newer players a useful safety tool because enemies affected by Scorpio have a harder time fighting back. There are very few real flaws here.

Iron Horse Raid Project

Regulus is the best handgun in the game. Headshot kills create a large explosion that deals huge damage and applies bleed to nearby enemies.

In the right build, it feels like carrying an artillery turret in your hand. The main downside is how you get it, since it comes from the Iron Horse raid. Once you have it, though, the damage potential is obvious.

Disruptor Rounds: Shooting an enemy marks them and adds stacks. Deploying a non-shield skill removes all stacks and triggers pulse, disrupt, disorient, or all three depending on stack count.

Season 9 track, targeted loot, Exotic Caches

Bluescreen is A-Tier because it offers excellent crowd control and it stuis lots of builds. When shooting enemies, it builds stacks that can pulse, disrupt, disorient, and spread those effects around marked targets. Basically you can stagger enemies into oblivion which makes it pretty good for support builds. I’m after this one myself.

That control value is very useful in PvE, and the weapon can work across many builds. The main downside is that it needs synergy with a non-shield skill you use often. Because you know you can’t use LMGs with a shield. That requirement keeps it out of S-Tier, but it is still a great exotic.

Ardent: Shooting heats up the weapon. When the heat meter is full, rounds ignite enemies. Reloading or swapping weapons fully depletes the meter.

Targeted loot, Exotic Caches

Iron Lung earns A-Tier because it basically gives you free incendiary ammo. As you shoot, the weapon heats up, and once the meter is full, your rounds ignite enemies.

That burn creates crowd control, forces enemies out of cover, which works great with gear sets like Ongoing Directive. The downside is that reloading or swapping weapons fully resets the heat meter, so you need to hold down the fire button to keep the effect going.

Plague of the Outcasts: Hits apply a debuff dealing 100% weapon damage over 10 seconds. This stacks up to 50 times. When an enemy dies with the debuff, stacks transfer to a nearby enemy within 25 meters.

Pestilence is A-Tier because its Plague of the Outcasts effect can spread damage through entire packs. Hits apply a damage-over-time debuff, and when an enemy dies, the stacks transfer to another nearby target.

That lets Pestilence kill enemies hiding in cover and slowly infect whole packs. The downside is that it needs a high-damage roll, especially the one with red cores, to really shine. Built correctly, it is still very strong.

In Plain Sight: Scoped view displays extra information about enemies not targeting you. Headshot and weak point damage against enemies not targeting you is amplified by 50%. Headshot kills reset Decoy cooldown.

Mantis is A-Tier and nearly S-Tier because it is one of the best sniper weapons in the game. Its scoped view shows extra information about enemies that are not targeting you, including weak points and head positions.

It also deals bonus headshot and weak point damage against enemies not targeting you. Headshot kills reset the Decoy skill cooldown, which is huge for solo and team play. The only major reason it does not rank higher is that the Determined talent exists (available on Relic), and it's a very close competitor for sniper builds.

Nemesis is A-Tier and also close to S-Tier because it has the biggest one-shot weapon in the game. It works like a railgun, requiring charged shots for full damage.

If you are comfortable using it as a primary weapon, it can delete almost anything and create incredible build synergy. The downside is that it requires practice and timing. Partial shots are not very effective unless you already have the right damage roll active.

Rule Them All: When the agent has a status effect applied, 50% of the ammo in their next magazine applies the same status effect to targets. This effect only occurs during combat.

Ouroboros is A-Tier because its raw weapon stats are still up there. The talent is not really the main reason to use it, and I kind of expected more from it.

The RPM and reload speed are the big selling points. It has good burst and sustained damage, but the recent nerf hurt it enough to drop it from S-Tier to A-Tier. It used to have a bigger magazine, and that mattered a lot.

Liberty - Exotic Pistol

Liberty is A-Tier because it is basically best-in-slot for Bulwark tank builds. It’s not really good for a lot of builds, but it is excellent inside its specific role.

Shots build weapon damage stacks, and headshots consume those stacks to repair your shield. That shield healing is extremely valuable in Legendary content, where tanks need constant sustain. So, it’s a gun for a very specific role, but very good at what it does.

Big Alejandro - Exotic Light Machine Gun

Cover Shooter: Every bullet fired while in cover increases weapon damage by 1%, up to 100%. The bonus lasts 15 seconds. Getting a kill while in cover resets the duration. Reloading, swapping weapons, or exiting combat cancels the bonus.

I would place Big Alejandro in A-Tier because the damage increase can get very high once you settle into cover. A weapon damage bonus that can climb up to 100% is not something to ignore, especially on an LMG that naturally benefits from this kind of stuff.

The downside is that the talent is strict. You need to stay in cover, keep shooting, avoid reloads, and keep killing. But sometimes you gotta move, and other times you’re forced out of cover from explosions and stuff like that. Still, the damage is high enough to make this one of the better exotics.

The Sheriff - Exotic Shotgun

I would put The Sheriff in A-Tier because its talent fixes several common shotgun problems at once. Extra weapon damage is already useful, but 100% accuracy and no damage drop-off make the weapon much easier to use outside normal shotgun range.

That makes it better than many shotgun exotics. It does not bring the team utility or control that Scorpio has, so I would not push it into S-Tier. Still, it's pretty OP for me.

Year 7 Season 2 track, targeted loot, Exotic Caches

I would rank Shroud in A-Tier because its talent focuses damage on the enemies that usually matter most. Hunters, rogues, leaders, tanks, heavies, medics, warhounds, and other priority targets are exactly the enemies you want to kill first. If you’re new to the game, you might struggle getting the most amount of damage because you don’t know what those enemy types look like.

The main reason I would not place it in S-Tier is the same issue that affects other exotic marksman rifles. It still has to compete with non-exotic sniper builds using Determined, which can be easier and more consistent for headshot damage. Plus, you kind of have to look for specific enemies, which can be a chore when shit hits the fan.

B-Tier

Bighorn - Exotic Assault Rifle

Big Game Hunter: When scoped, switches to semi-automatic fire mode and deals 450% weapon damage. Headshots grant 6% headshot damage, stacking up to 25 times.

Legendary bosses, extremely low chance from Dark Zone

The Bighorn is B-Tier because it can be good, but it needs a lot of input from the player. Its scoped mode gives massive headshot damage, but at that point, a sniper can often do the job better.

The more important part is its stacking headshot damage bonus. The issue is that you need headshots to build stacks, use stacks, and maintain stacks. The magazine is also small for that kind of requirement. Players with good aim may rank it higher, but for general PvE, B-Tier is as high as I would place it.

Unnerve: Killing an enemy applies a mark to every enemy within 20 meters. Multiple marks can stack on one enemy, up to 5 marks. Each mark makes the enemy take 15% amplified damage.

Strega is B-Tier because its damage is good when you get it going, but you gotta work for it man. Killing an enemy marks nearby enemies, and marked enemies take amplified damage based on the number of marks.

The problem is that the weapon needs to kill before it starts working. In group play, other Agents can also kill enemies before you build marks properly. The small magazine and slower feel also hold it back.

Eagle Bearer - Exotic Assault Rifle

Eagle Strike: Accuracy increases as you continuously fire, up to 30%. Headshot kills grant Tenacity for 15 seconds, delaying 40-80% of incoming damage until the buff expires.

Operation Dark Hours on Normal, end cache, extremely low Dark Zone chance

Eagle Bearer is B-Tier because it is iconic and powerful, but risky. It has a large magazine, and Tenacity can delay incoming damage for a short time.

The problem is that if you take too much damage during Tenacity and fail to meet the kill requirements, the delayed damage can kill you when the buff ends. The weapon also improves accuracy while firing, but stability can still be an issue. It is a beautiful exotic, but not as safe as its reputation suggests.

Pakhan - Exotic Light Machine Gun

Pakhan: Each kill with this weapon gains a stack of 75% base magazine size increase to the next magazine, up to 4 stacks.

Year 7 Season 1 track, targeted loot, Exotic Caches

Pakhan is B-Tier because it is a good LMG with a pretty awesome magazine-stacking mechanic. It is based on the RPK, which already gives it a good base damage to build on.

Each kill increases the next magazine size, which can make the gun have lots of bullets. That is great when you are making those kills, but it can become inconsistent in team play. If teammates take kills or you reload early, the talent loses momentum. It is still very good and almost A-Tier.

Merciless/Ruthless - Exotic Rifle

Binary Trigger: This weapon fires on trigger pull and release. If both bullets hit the same enemy, gain a stack. At 7 stacks, shooting an enemy deals 500% amplified damage and creates a 7-meter explosion.

Merciless drops from Hyena bosses, targeted loot, Exotic Caches. Ruthless comes from preorder or Deluxe Pack sources.

Merciless, or Ruthless, is B-Tier because it has improved over time but still feels pretty awkward. Its binary trigger fires on both trigger pull and release, and after enough stacks, it creates a large AoE explosion.

The issue is the buildup. You need many stacks (7) before the big damage explosion, and you cannot always control which enemy gets it. Sometimes it lands on a weak enemy that was already close to death. Weapon handling is another drawback, though newer build options help with that.

The Ravenous - Exotic Rifle

Geri and Freki: Fires both barrels at once. Right shoulder hits add offensive primers, while left shoulder hits add defensive primers. Opposite primers detonate for damage, bonus armor, or amplified damage to armor plates.

Operation Iron Horse on Normal, end cache, extremely low Dark Zone chance

The Ravenous is B-Tier because it has an okay niche value, especially for players who do raids often, but its mechanics feel clunky in regular PvE. It uses offensive and defensive primers, and you need to swap shoulders to get the most out of it.

The effects can be useful against armor plates on enemies like warhounds and heavy units. The downside is that shoulder swapping does not always work from cover or certain camera angles. On the controller, repeating the input feels awkward. For general PvE, B-Tier is fair.

Sweet Dreams/Lullaby - Exotic Shotgun

Sweet Dreams drops from Outcast bosses, targeted loot, Exotic Caches. Lullaby comes from preorder or Deluxe Pack sources.

Sweet Dreams, or Lullaby, is B-Tier because it is excellent as a backup piece. Its melee attack instantly kills non-elite enemies, even in Legendary.

That means almost any build can carry it as an emergency tool. Sometimes you just need to remove a dangerous enemy quickly. The downside is that it rarely becomes more than a backup weapon. Its still useful, don’t get me wrong, but it usually does not define the build.

Dread Edict - Exotic Marksman Rifle

Full Stop: Shooting enemies builds stacks up to 20. Headshots grant 2 stacks. Each stack gives 2% weapon damage and 5% headshot damage. Reloading clears stacks and grants temporary armor. Headshot kills restore all bullets in the magazine.

Season 9 track, targeted loot, Exotic Caches

Dread Edict is B-Tier because it has nice stacking bonuses and solves one of the SVD’s main problems. Shooting builds stacks, headshots build them faster, and each stack adds weapon damage and headshot damage.

On reload, stacks convert into temporary armor, and headshot kills restore bullets to the magazine. That helps with ammo shortage. The downside is that Determined is a thing, which makes many sniper weapons harder to rank against. Dread Edict is good, but the competition is rough.

Backfire - Exotic Submachine Gun

Backfire is B-Tier because it has massive critical hit damage potential with a dangerous drawback. Dealing damage builds critical hit damage stacks, potentially reaching a huge bonus.

The catch is that reloading applies bleed to yourself based on your stacks, and that bleed can kill you if you are already taking damage. You can build around it with hazard protection, which is actually useful because it can make you immune to many status effects. The annoying part is the stack timer. If the 10-second timer expires, you lose every stack at once.

Chatterbox - Exotic Submachine Gun

The Chatterbox is B-Tier because it can reach absurd RPM and keep firing through kills. Reloading near enemies increases rate of fire, and kills refill part of the magazine.

In the right fight, it can feel like you have endless ammo and a ridiculous fire rate. The downside is that without stacks, the weapon feels underwhelming. It needs enemy density and proper timing to be effective.

Oxpecker - Exotic Submachine Gun

Symbiosis: While having a shield deployed, lose shield health at 10% per second. Your shield receives repairs equal to 25% of the damage dealt by this weapon.

Year 6 Season 3 track, targeted loot, Exotic Caches

Oxpecker is B-Tier because it has a good use for a shield build, but the risk is too high. While your shield is deployed, it loses health over time, then repairs itself based on the damage dealt by the weapon.

The bigger your damage is, the better it works. The danger is that disruptions, staggers, reload timing, or explosives can stop you from dealing damage long enough for the shield to break. Since you are usually out of cover behind that shield, losing it can get you killed.

Lady Death - Exotic Submachine Gun

Lady Death is B-Tier because its extra damage can be the thing you want, but it depends heavily on movement. Moving and sprinting build stacks, and those stacks fuel its damage bonus.

That sounds great until harder PvE fights that pin you down. In heroic open-world content with many elites, you cannot always sprint around freely. When you cannot move, the weapon loses much of its value. It works well in the right rhythm, but you can’t always pull it off.

Busy Little Bee - Exotic Pistol

Busy Little Bee: Each shot to a different target gives 1 stack, up to 10. Each stack gives 20% weapon damage. Stacks activate after switching weapons and last 10 seconds.

Busy Little Bee is B-Tier because its weapon damage bonus can be very good. Shooting different targets builds stacks, then swapping weapons activates the bonus.

Even one shot into a boss can give a useful 20% weapon damage increase. The downside is that higher stacks need multiple enemies, which are not always available. It can also conflict with weapon talents that lose their buff when you swap away.

Agitator - Exotic Assault Rifle

Perturb: While holstered, this weapon generates 50% less threat when shooting. After being holstered for 10 seconds, it becomes primed. Swapping to it while primed grants 25% rate of fire, 30% weapon damage, and 100% more threat while shooting for 20 seconds. Swapping away early removes the bonuses.

I would place Agitator in B-Tier because the burst is clearly useful. A 25% rate of fire boost and 30% weapon damage bonus can make the weapon hit very hard when the talent is working.

The problem is getting it to work. You need to keep it holstered for 10 seconds, swap at the right time, then use the weapon to avoid losing the bonus. The extra aggro also makes it riskier in harder content. It's pretty effective, but the uptime and swap rules make it less useful than the best exotic assault rifles.

I would place Whiplash in B-Tier because its reload thingy is genuinely useful. Being able to holster it, prime it, then swap in to reload both your primary and secondary weapons gives it a clear role.

The 20% rate of fire and 50% weapon damage bonus also make Whiplash look good. The downside is that the bonus only lasts until its magazine is emptied, and swapping it out early removes the effect. Swapping it out is just busy work, but I suppose if you get used to it, it's gonna be pretty easy.
