First of all, to obtain Dead Messenger you need to unlock acess to Vox Obscura mission, that is, complete first chapter of "Operation Elbrus" quest. After it, you will need to complete Vox Obscura mission on normal difficulty just to obtain Dead Messenger exotic launcher without catalyst.

Then you will have access to Master Version of the mission that will reward you exotic catalyst for it's completion. It's harder version of normal difficulty with higher power level requirements and diffierent complications. The catalyst adds new perk to your weapon - Turnabout that grants you overshield after breaking the shield of combatant or a guardian.
