To obtain spoils of conquest you need to complete raid encounters or collect loot from secret chests in Raids. Some raids can give you only 12 Spoils of Conquest for completion (such as the Garden of Salvation or the Last Wish) but others can give you upwards of 20 (such as the Deep Stone Crypt and Vault of Glass).
