Zovaal, also known as The Jailer is the main bad guy of World of Warcraft Shadowlands. You encounter him while leveling toLevel 60, and you certainly know this guy is not messing around. His plan is to conquer and remake all existence (not just a single world like the ones before him), and he spent eons carefully preparing for this. As with any other last raid boss, The Jailer will drop a higher item level than other SotFO bosses. Of course, the item level of the loot you get from the corpse of Zovaal, will be different depending on the raid difficulty:

It is very hard to get those shiny 285 item level gear. And for new players, without a guild and PVE experience, it is almost impossible. For now one can not say for sure that Shadowlands will be the end of World of Warcraft. We, as part of WoW community, believe that developers will continue to create World of Warcraft content even after The Jailer is defeated and Shadowrealms are save from his evil. But only time will tell.
Yes. As stated by developers, Eternity's End is the final expansion for World of Wacraft Shadowlands, so Zovaal, The Jailer is the final boss of this update. Killing him means to officially finish the Shadowlands raid content and to get the best PVE gear available in modern World of Warcraft.
May be so. The plot of Shadowlands and all the characters who participate in the story are more or less related to the former Lich King, so Arthas may appear at some point in Eternity's End storyline.
