To obtain the Catalyst for Witherhoard grenade launcher you need to complete the special Banshee-44 quest. After the catalyst is obtained you need to masterwork the catalyst to use it (if you don’t want to spend your time on catalyst masterworking then select the “Catalyst Masterwork” extra option). This catalyst upgrades the Witherhoard to a 2.0 Version making it a better weapon overall.
